Transportation has been identified by both the Governor and legislative leaders as a statewide priority. While there is an ongoing debate about what are the most critical issues to be addressed and how they should be funded, there is no debate regarding the needs. The facts are that the State’s population has and is increasing, roads and highways are more congested, infrastructure is deteriorating and public transportation needs continue to grow.

City Club of Denver is very pleased to present a panel discussion on this important and complex topic. We welcome leaders of three key transportation providers in the State: CDOT, the High Performance Transportation Enterprise and RTD.

Speakers:

David Spector was named the Director of the High Performance Transportation Enterprise in September 2015 after serving in Gov. Hickenlooper’s administration. His work includes a broad range of experience in transportation, finance and public-private partnerships. Mr. Spector played key roles on the teams that structured, financed and developed RTD's Eagle P3 rail project and the redevelopment of Denver Union Station.

Shailen P. Bhatt serves as the Executive Director of CDOT. Prior to his appointment in 2015, Bhatt served as the Cabinet Secretary for the Delaware Department of Transportation, where he directed nearly a billion dollar budget and 2,800 employees. Bhatt has a leadership role in transportation issues for the United States including as a board member of the American Association of State Highway Transportation Officials (AASHTO) and chairing the AASHTO Subcommittee on Transportation Systems Management and Operations (STSMO)

Dave Genova - General Manager and CEO of RTD. On March 29, 2016, the RTD Board approved the contract for David A. Genova as the General Manager and CEO of RTD. Dave is a 21-year veteran of the Regional Transportation District where he most recently served as GM/CEO-select and prior to that as the Assistant General Manager of Safety, Security and Facilities. Dave is also the current chair of the APTA Rail Safety Committee and serves on numerous other professional Boards. One of the strengths that Dave demonstrated to the Board is his leadership ability not only in an operational environment but also as an agent of change.
