Bio
Matt Lepore became Director of the Colorado Oil and Gas Conservation Commission in August 2012. An attorney by profession, Mr. Lepore has more than 20 years’ experience in environmental and natural resources law and policy. Prior to becoming Director he served as counsel to the Commission from 2009 to 2011 during his tenure with the Colorado Attorney General’s office.
Since 2012, Mr. Lepore has guided the Commission through multiple rule making hearings as Colorado keeps pace with the rapid deployment of horizontal drilling and hydraulic fracturing to develop the state’s unconventional resources. In the fall of 2014, he participated extensively in Governor Hickenlooper’s Task Force on State and Local Regulation of Oil and Gas. In September 2013, when historic floods engulfed more than 1800 oil and gas locations along Colorado’s Front Range, Mr. Lepore and his staff worked closely with operators and local governments to ensure those locations were secure, any environmental impacts were remediated, and affected wells were either returned to production or properly plugged and abandoned. He has become very well-versed in the “local control” debates in Colorado, concerning whether local governments have authority to ban hydraulic fracturing.
Mr. Lepore speaks frequently on Colorado’s progressive oil and gas regulatory regime, particularly as it relates to nconventional development. He has been privileged to testify before the U.S. House Committee on Energy and Commerce, and before the Secretary of Energy Advisory Board FracFocus 2.0 Task Force. He has traveled to Indonesia, Chile, and Argentina at the request of the U.S. State Department to speak about unconventional resource development; and has participated in The Aspen Institute’s Energy and 2 Environment Program “Roundtable on Shale Production and Governance” since its inception in 2013.
Mr. Lepore is a Colorado native who graduated from the University of Colorado, Boulder, and later earned a J.D. from Stanford Law School. He is currently Vice-Chair of the Interstate Oil and Gas Compact Commission and is past Chairman of the IOGCC Legal and Regulatory Affairs Committee.
