About Frank McNulty
First elected to the Colorado House of Representatives in 2006, Frank spearheaded fundraising and campaign strategy for his caucus in the 2010 election cycle. When Republicans gained control of the House, Frank was elected unanimously by his caucus to serve as Speaker-designee of the House for the 68th General Assembly.
Frank was raised in the south metro area and educated at J.K. Mullen High School and the University of Colorado-Boulder. Following his graduation from CU, Frank accepted a position in the Washington, DC office of Congressman Wayne Allard, focusing on veterans and civil service affairs and deficit reduction.
In 1998, Frank returned to Colorado to pursue his law degree at the University of Denver, concentrating on natural resources and water law. During this time, Frank began his work at the state legislative level. Frank joined Governor Bill Owens’ administration in 2000, serving as Assistant Director for Water for the Colorado Department of Natural Resources. In this role, his efforts informed legislation deemed the most significant update to water policy in the past five decades.
During Frank’s first two terms in the legislature he proved a tireless advocate for limited government and fiscal responsibility. In addition, Frank passed legislation to improve access to higher education for active duty military and members of the National Guard, protect children from violent sex offenders, and advance the state’s energy policies.
About Representative Mark Ferrandino
Mark Ferrandino was first elected to the Colorado House of Representatives through a vacancy committee in September 2007. He represents House District #2 from Denver. Representative Ferrandino now has the most seniority on the Joint Budget Committee. Mark has served as a Senior Budget Analyst for the Colorado Department of Health Care Policy and Financing that provides health care to over 10% of Colorado through Medicaid and the Children’s Basic Health Plan. He also worked as a program analyst for the U.S. Department of Justice and as a policy analyst for the White House Office of Management and Budget.
About Senator Rollie Heath
Senator Rollie Heath graduated with a bachelor’s degree in Business Administration and a Juris Doctor degree from the University of Wisconsin. He then served in the U.S. Army for 23 years, with nine years of active duty and 14 years of reserve service. His extensive private sector career included 17 years in senior management with Johns Manville Corporation, and he founded the Rocky Mountain World Trade Center in 1988. He ran as the Democratic Party’s nominee for Governor of Colorado in 2002, and was elected to the Senate in 2008. He was named one of the Public Education Business Coalition’s (PEBC) 25 Champions of Education in 2008, and he served on the state’s Joint Select Committee on Job Creation and Economic Growth in 2009. He was named the chairman of a state Long-Term Fiscal Stability Commission in 2009, and is co-chairing the state’s Joint Select Committee on Congressional Redistricting in 2011.
About Senator Ellen Roberts
Senator Ellen Roberts was elected state senator for Senate District 6, covering much of Southwest Colorado, in November 2010. Ellen served two terms in the Colorado House prior to being elected to the Senate. She serves on the Senate Judiciary, Health and Human Services and Local Government Committees, as well as the Joint Committee on Legislative Legal Services.
In June 2009, Ellen joined a team of four U.S. state legislators to travel to Algiers to present a workshop to members of the Algerian parliament on legislative effectiveness as part of the U.S. Department of State partnership initiative.
About Ed Bowditch
Ed’s background includes 10 years on legislative staff in Colorado and 7 years in leadership positions for the Colorado State University System. Since 2007, Ed has served as a lobbyist representing educational institutions, non-profit entities and local governments.
About James Jacobs
James Jacobs is a consultant on public policy issues. Last year he was involved with the "Strategic Plan for Higher Education" by the Department of Higher Education. He also worked with the University of Denver’s Center for Colorado’s Economic Future and on issues of fiscal policy at Mesa State College.
In the middle of the past decade, Jacobs was the deputy staff director with the Colorado Economic Futures Panel. He previously served as the Director of Policy and Research and Director of Finance for the Colorado Commission on Higher Education. Prior to his government service, Jacobs was the Director of Research for the Colorado Public Expenditure Council for nearly twenty years. He was president of City Club for the 1994-95 season.
